What a perfume oil actually is
An eau de toilette or eau de parfum is fragrance concentrate dissolved in alcohol, usually with a small amount of water. The alcohol does two things: it carries the scent off your skin and into the air, and it evaporates within minutes, taking the loudest part of the fragrance with it in a burst.
A perfume oil replaces the alcohol with a carrier oil. Nothing flashes off. The fragrance materials are released slowly by body heat over many hours, which is why the format lasts so long on skin and why it barely travels at all. A person hugging you will get the full fragrance. A person across a table may get nothing.
This also means an oil has no top notes in the usual sense. There is no sharp opening, no fifteen-minute settling period, and no dramatic change over the first hour. What you smell at five minutes is broadly what you smell at five hours, a little quieter.
How the oil version smells different

What the oil cannot do
